Joy Langford is an accomplished energy, environmental, and public policy executive recognized for advancing large-scale clean energy, infrastructure, and sustainability initiatives across the United States. With deep expertise at the intersection of government, industry, and finance, she has built a reputation as a strategic leader capable of mobilizing complex partnerships, securing transformative funding, and driving market-shaping energy investments.
Currently serving as Chief Strategy Officer and founding member of ARCHES H2 (Alliance for Renewable Clean Hydrogen Energy Systems), Langford plays a central role in shaping the strategy behind California’s landmark clean hydrogen hub.
She helped guide the coalition that secured $1.2 billion in federal infrastructure investment, one of the largest clean-energy funding awards in the state’s history. In this role, she leads cross-sector collaboration among more than 400 industry, labor, academic, and community partners while overseeing frameworks that align large-scale infrastructure development with workforce growth, environmental stewardship, and community investment commitments exceeding $150 million.
In parallel, Langford is the Founder and Principal of Joy Langford & Associates, a strategic advisory firm providing guidance to public agencies, corporations, and nonprofit organizations navigating complex environmental regulations, sustainability transitions, and energy infrastructure development. Through this work, she supports executive leadership teams in advancing responsible investment strategies, stakeholder engagement, and long-term environmental governance.
Langford also serves as an elected Director for the Water Replenishment District of Southern California one of the nation’s largest groundwater agencies serving more than four million residents across 43 cities where she provides board-level governance on regional water reliability, climate resilience, and infrastructure investment strategy. Her leadership includes advancing policies that strengthen sustainable water management while expanding equitable access to critical resources.
Earlier in her career, Langford served as a Senior Environmental, Energy, and Water Policy Advisor in the California State Legislature, where she helped shape legislation and regulatory frameworks addressing energy infrastructure, water resources, and environmental protection. Her experience working alongside regulators, industry leaders, and advocacy organizations established her reputation as a trusted policy strategist capable of bridging public- and private-sector priorities.
Throughout her career, Langford has partnered with institutional investors, corporate executives, and government leaders to structure major infrastructure and environmental investments, raise capital for clean-energy initiatives, and implement large scale sustainability programs. Her work spans renewable energy development, climate policy, environmental compliance, infrastructure planning, and community-centered economic development.
Langford holds a Bachelor of Science in Economics from the University of California, Santa Barbara, and is currently pursuing a Master in Public Administration at the Harvard Kennedy School. She is an active board and advisory leader across the energy and environmental sectors and is widely recognized for her ability to align policy, capital, and innovation to deliver durable, high-impact solutions for the energy transition.
